NRMCA Promotes Three Leaders to Advance Strategic Goals in Technical Excellence, Advocacy and Political Influence

Alexandria, VA – July 29, 2026

The National Ready Mixed Concrete Association today announced three staff promotions that strengthen its ability to deliver on key priorities in its Strategic Plan: positioning ready mixed concrete as the preferred construction material, elevating advocacy, and expanding the industry’s political influence on behalf of members.

Brian Killingsworth has been promoted to chief technical and industry officer. In this elevated role, he will continue to lead technical services, engineering, sustainability, learning and development, and industry operations. The promotion reflects the expansion of his responsibilities and the significant impact he has delivered across these areas. It directly advances the Strategic Plan’s goal of leading industry growth by positioning concrete as the preferred construction material of choice, while also supporting the Association’s commitment to modernizing and expanding education, training and professional development programs.

Mr. Killingsworth holds a master’s degree in civil engineering from Texas A&M University and is a licensed professional engineer in Texas.

Andrew Tyrrell has been named chief advocacy officer in recognition of hisleadership advancing NRMCA’s legislative, regulatory and political priorities. This promotion strengthens the Association’s capacity to shape federal legislation, policy and regulation – directly supporting the Strategic Plan’s member goal of elevating advocacy and amplifying value for the industry.

Mr. Tyrrell earned a bachelor’s degree in public policy from Patrick Henry College and an MBA from The George Washington University School of Business.

Heather Houck has been promoted to senior director of CONCRETEPACfor her outstanding contributions to the continued growth and success of the political action committee. Through steady execution and a sustained commitment to expanding participation and engagement, she has helped increase CONCRETEPAC’s overall impact. Strengthening CONCRETEPAC further advances the Strategic Plan’s focus on elevating advocacy and building the political influence needed to shape policy on behalf of members.

Ms. Houck joined NRMCA in July 1999 after attending Frostburg State University, where she studied environmental economics. During her tenure at the Association, she has held a variety of roles, including her current position as senior executive administrator. She also worked for several years with the RMC Research & Education Foundation (now the Concrete Advancement Foundation).
