NRMCA Carpenter-Mullings Award Awarded To Kentucky Plant Manufacturer Professional

The Safety, Environmental & Operations (SEO) Committee of the National Ready Mixed Concrete Association

(NRMCA) has unanimously named Max Stephens of Stephens Manufacturing, Inc., Tompkinsville, KY, as the 2026 Carpenter-Mullings Award recipient. The Carpenter-Mullings award is named in honor of Joseph E. Carpenter of Rinker Materials who was instrumental in the formation and early operation of the NRMCA Committee on Maintenance, and Gary M. Mullings of NRMCA for his more than 50 years of service to the industry. The award was instituted in 1988 and is presented annually to persons who have demonstrated outstanding lifetime contributions to the ready mixed concrete industry in the fields of operations, environmental and safety.

Mr. Stephens has spent his life immersed in the world of concrete and construction thanks to his father, Bill Stephens, who founded Stephens Mfg. Co. in 1957. Growing up, he gained hands-on experience in the shop where he built concrete equipment, operated heavy machinery when necessary, made sales calls, delivered equipment and even worked as a draftsman before the advent of computer-aided design. Under his leadership, the company expanded significantly, implementing cutting-edge technologies and expanding its workforce.

Having dedicated more than 50 years to Stephens Mfg., Mr. Stephens now holds the position of president and CEO. He is widely recognized in the industry for his active participation in various committees and board positions. He is an avid supporter of Middle Tennessee State University’s Construction Industry Management program where he serves on the Executive Advisory Council. He is a past chairman of the Concrete Plant Manufacturers Bureau and was awarded the Tennessee Concrete Association’s Presidents Award in 2025. He has been a great supporter of NRMCA, especially the work of the SEO Committee. Mr. Stephens’ vision, perseverance and strategic approach helped transform the company into an industry leader, and his legacy continues to resonate within the community and the manufacturing sector.

His contributions extended beyond the business world. Mr. Stephens is also deeply committed to his community, participating in local initiatives and supporting various causes. His personal and professional values – hard work, integrity and commitment – continue to influence the company and inspire future generations.

The award will be presented to Mr. Stephens at NRMCA’s 2026 Annual Convention in March in Las Vegas, NV. NRMCA represents the producers of ready mixed concrete and the companies that provide materials, equipment and support to the industry.
